Extending deterrence: preventing nuclear terrorism - Graham Allison

This essay offers a framework for extending 20th Cold War deterrence to address the 21st century challenge of nuclear terrorism. It proposes that a new Global Alliance Against Nuclear Terrorism shape declaratory and operational consensus around a shared principle of nuclear accountability for a state’s weapons and materials according to which a state that makes fissile material owns the consequences of its use.
