In a context of a necessary adaptation to a new international environment, defence strategies had to move forward. Armament companies, under the stress of a more agressive competition due to the decreasing defence budgets, had to be deeply restructured as well. Force projection in particular and the essential aeronautical means for achieving new staff requirements expressed by eight european countries, gave the opportunity to break a new ground in the traditional way used for armament programs. Beyond the unusual presence of Russia and Ukrainia in the response to invitation to tender to the benefit of Nato countries, new military business of Airbus company is granted by A400M proposal which technology is based on decades of civilian drills and experiences. The political decision which has been taken on the european tender is based on cost considerations, industrial restructurations and willingness to set up in the future an european defence using european equipments.
