Aussi loin que l'on remonte, l'homme a cerné les bénéfices qu'il pouvait tirer de la maîtrise de la mer et les États n'ont eu de cesse de se tourner vers les débouchés que celle-ci offrait pour assurer leur domination. Elle est espace d'affirmation de la souveraineté d'un État, de son économie et de son influence. La mer représente pourtant aussi un espace à risques. La mondialisation des échanges, la nouvelle donne géopolitique et la prolifération des menaces qui caractérisent le monde moderne font de sa maîtrise un enjeu pour lequel seule une défense française forte, s'inscrivant dans un cadre européen, peut être une réponse adaptée.

Defence and the sea

Since Antiquity, man has been well aware of the benefits brought by mastery of the sea, and states have continuously sought for ways to exploit it to exercise their power. The sea is an area in which states can affirm their sovereignty and exert their economic strength and influence. Yet it is also an area of risks. Globalisation of trade, the new geopolitical scene and the proliferation of threats in today’s world are such that mastery of the sea is an issue that calls for strong French defence within a European framework.
