The European policy of security and defense needs a conceptual and ideological base recognized by all, legitimating and framing the rise in power of European Union. The support of opinions and the adoption of common values will allow the citizens, the decision makers and the military to meet together in the determination of the principles of engagement, intervention, legitimation and risk sharing. Collective security identity is quite well what we are aiming for so that this European policy may be common. From a true European white book on security and defense to integration of a security dimension within a future constitutional charter, and passing by the adoption of an European strategic concept on security environment, careful initiatives are already perceptible.
